THE CURRENT ROUTE
Follow the level 700 Second Sea route

QUEST ORDER
Complete the Military Detective steps before looking for the captain
Both checked guides put level 700 and the Military Detective at the start. The key from the Detective is not the travel reward by itself; it opens the Frozen Village cave so you can face Ice Admiral. Returning to the Detective after that fight is part of the same chain. Skipping the return step can leave the final travel conversation unavailable.
Middle Town comes last. The Experienced Captain is the transport step after the prison conversation, key, cave, boss, and return visit are complete. If you go to the captain early, backtrack through those requirements instead of searching for a second travel NPC or assuming the account is broken.
LOCATION CHECK
Keep the three places separate
Prison is where the Military Detective starts and closes the quest. Frozen Village is where the key is used and Ice Admiral is fought. Middle Town is where the Experienced Captain sends an eligible player onward. Remembering the purpose of each location is more useful than trying to memorize one long sentence while moving around the First Sea.
At Frozen Village, use the locked cave tied to the Detective key. Defeating an unrelated enemy does not replace Ice Admiral. After the boss is defeated, return to the same quest giver at Prison so the chain can advance before you travel to Middle Town.

Recheck the requirement chain instead of repeating the last click
Confirm level 700 first, then confirm that you accepted the Detective task, used the key, defeated Ice Admiral, and spoke to the Detective again. This page does not promise a fix for server bugs or changed NPC positions, but the shared source route gives you a clean checklist for finding a missed step before retrying the captain.
BOSS CHECK
Defeating Ice Admiral is the middle of the access quest
Do not leave the chain after the cave fight. The checked guides agree that you must return to the Military Detective so the quest can move to its travel step. Only then should the Experienced Captain in Middle Town be treated as the destination. Keeping that order matters because the same locations contain other NPCs and enemies; a nearby interaction or unrelated boss does not replace the Detective, Ice Admiral, return visit, and captain sequence.
If the boss fight was completed before the current quest step, speak to the Detective and follow the live prompts again rather than assuming the older defeat counted. This guide confirms the shared order, but it does not claim how every server handles progress completed out of sequence.
